If your using XP got to start>Programs>Accessories>System Tools>System Restore
If your using Windows Vista just go to the Start Orb and search system restore.

First of all, I am pretty sure a virus is causing that. So try to delete the virus first, in Safe Mode that is.
Then see if Control Panel works.

dude i need help some hack for combats i download and then i didnt notice and when i shutted down my computer it activated the next day and it wont let me go to control panel and it disabled my one live care please help!..

Well, trying downloading the software called Spyware Doctor. See if you can delete the virus with that. You can find the serial number
on YouTube.

do u know anything about the “myshovel” virus. when ever i click a link in a search engine it sends me to some weird sites i did the virus scan, removed a couple of malwares and what not and it still does it. can u help me?

i did do that and then it says: spybot.exc is infected with worm trying to steal your credit card number. ughhh maybe i might be doing something wrong but i did restart my computer and i did do that but i dont know.

Did you tried running the computer in same mode? If not try it. Restart your PC and press F8 rapidly, then click Run in Safe Mode.

uhm i have windows xp and i did save the spybot but when i wanna run it,it says that theres a worm trying to get my credit card number but thx god i didnt do that. so really my computer doesnt let me download and if it does then my download stops and the worm thing pops out again,EVERYTIME IT HAPPENS.

If your using Windows XP you don’t have to run as Administrator, you could if you want but you don’t have to.
